Description

This course aims to enhance the knowledge and skills of participants in conducting monitoring and evaluation of their projects and programs. It will provide participants with M&E tools, techniques and resources needed for planning, organizing, and/or managing programs and projects. It focuses particularly on results-based planning approach in the project planning cycle that emphasizes on determining what results need to be achieved, by when, and what needs to be done now, in order to successfully achieve set goals and objectives. The course pays special attention on the monitoring process during the implementation phase. Course contents will include the "Theory of Change" used for planning program/project interventions; use of the Logical Framework Approach (LFA) with special reference to the project indicators to set the hierachy of results chain from inputs to outputs and outcomes. Examples will be taken from existing country programs and projects of the participants.

Through exercises and group work, participants will learn about the links between results-based management, performance measurement, and monitoring & program evaluation. Time will be allotted for practical exercises and informal question and answer sessions around common M&E problem areas. Resources for further study and research in the M&E field will be provided.

Objectives

At the end of the course, participants will be able to:

  • Apply acquired knowledge and skills to plan, manage and implement M&E of their projects confidently;
  • Share learned country experiences from other participants to their colleagues in order to strengthen their own programs/projects;
  • Understand the Theory of Change concept and apply it to their programs and projects;
  • Understand the role and use of the Logical Framework Approach (LFA) for results-based planning, implementation, monitoring & evaluation;
  • Understand and set SMART indicators;
  • Understand and use standard social research methodology and tools for M&E;
  • Be able to use the Development Assistance Committee (DAC) criteria and principles for evaluating development programs.

Topics

  • Theory of Change (TOC);
  • Logical Framework Approach (LFA);
  • Development Assistance Committee (DAC) criteria for evaluating development programs;
  • Definitions of basic M&E terminology;
  • Understanding the M&E framework;
  • Understanding the program logic;
  • Developing (monitoring and) evaluation questions;
  • Selecting the evaluation design (based on the type of question – descriptive, normative or cause and effect) to answer evaluation questions.
  • Setting indicators and measures for each evaluation question;
  • Selecting data sources and data collection methods;
  • Sampling methods;
  • Data analysis;
  • Putting it all together (developing the evaluation design matrix);
  • Reporting the results.

Format

  • The course will be very interactive which includes instructor presentations, case studies, individual and group exercises and presentations;
  • There is also a possibility of a field trip within the city or to a nearby province to observe successful projects. (Participants will need to pay for additional local transport if this takes place);
  • The medium of instruction is in English.

All of them have worked with Governments, UN agencies, Development Banks, NGOs or combination of all agencies in various capacities, including management of country programs.

FEES

  • Investment for this program is USD$ 2,000.00 per participant. This goes to pay for tuition fee, all training materials, lunches and refreshments (during the class days) and a certificate;
  • The fees do not cover the cost of airfares, airport pick-up and drop-off, local transportation, visa and hotel accommodation;
  • ADCC is NOT in a position to offer any scholarships or funding. Participants are encouraged to seek funding opportunities with their employers or funding agencies.

EARLY BIRD DISCOUNT and OTHER DISCOUNTS

  • To get a 10% “Early Bird” discount, you must pay the course fee 30 days before the course start date;
  • ADCC alumni are provided a discount of 5% on the tuition fee in addition to the early bird discount. Please indicate the year and course you had previously attended;

VISA

  • Citizens of some countries need to have visa prior to entry into Thailand. ADCC will assist them to apply for their visa with the Ministry of Foreign Affairs. However, release of the Thai Visa Letter and the Invitation Letter will be made only after receipt of tuition fee;
  • For citizens of countries that need to apply for Thai entry visa in another country, they will need to indicate which country they will go to for their visa application (example - Afghan nationals can get their visa in India or Pakistan);
  • Please note that the visa processing time takes 1 - 2 weeks here in Bangkok. We suggest that you send your application at least 2 months in advance to ensure on-time release of visa.

ACCOMMODATION

  • Due to traffic conditions in Bangkok, we suggest that participants stay within the university campus or nearby;
  • ADCC will block-book rooms for confirmed participants in the DPU Place hotel that is in the university campus (http://www.dpu.ac.th/dpuplace/). The room rate is published in the hotel website and is to be paid by the participant through ADCC, separate from the tuition fee. In case there are no more rooms available, ADCC can help book rooms in nearby selected hotels or guest houses outside the university campus.

Note

  • ADCC reserves the right to cancel a sceduled course due to unavoidable circumstances or when the minimum number of participants is not met.
  • For a course to be conducted, a minimum of 8 participants is required
  • Classes are from Tuesday to Friday on the first week, and from Monday to Wednesday on the second week.
